在完善行政救济方面，我们应保障救济机构的中立和权威地位，完善公务员的申诉控告程序。

In the aspect of improving the administrative relief , neutrality and authority of relief agencies should be guaranteed and the procedures of civil servants ' appealing and accusing should be perfected .

以加强立法、明确公务员法律关系、改善行政生态环境为前提，改造行政监察机关，增强其独立性，以受理公务员申诉控告为职责。

Strengthening legislation , clearing law relationship of civil servants and improving the administrative eco environment and then enhancing the independence of administrative and supervisory organs whose obligation is accepting complaint or accusation from civil servants .
