知识产权预警机制是指能够灵敏、准确地昭示有关知识产权方面的风险前兆，并能及时提供相应警示的机构、制度、网络、举措等构成的预警系统。

The Early-warning System of Intellectual Property Rights refers to the system that can sensitively and actually disclose the risks and threatens in advance , and is consisted by those institutions , networks , measures which can provide relevant cautions in time .

因此，我国应该制定知识产权基本法，在立法上建立知识产权预警制度和适用市场经济的科技发展支持制度，同时在现有立法中建立健全知识产权限制、反垄断审查等制度。

Therefore , we should formulate the fundamental law of IPR , establish the IPR early warning system and the technical development support system which is suitable for the market economy , and perfect the institutions in the existing legislation such as IPR limitation , counter - monopoly examination .
