This paper will focus on the ecological welfare defined as the ecological needs met degree , which is the present and future welfare influence of the changes of ecological resources and environment on social members in a country or region in a certain period of time .

当增长从空的世界走到满的世界中时，经济服务产生的福利在增加，而生态服务产生的福利却在减少。

When growth goes from an empty world into a full world , welfare that generated by economic services is increasing whereas welfare that generated by ecosystem services is decreasing .

分析结果表明，社会总福利最大时并不能保证两区域的福利都增进，这就需要引入生态补偿，对福利受损的一方进行补偿，实现社会福利的最大化。

The analysis results show that the maximum of the total social welfare and the welfare of the two systems cannot guarantee promotion , which requires the introduction of ecological compensation ; welfare damaged party compensation to achieve the maximization of social welfare .
