土地利用年度计划

土地利用年度计划，根据国民经济和社会发展计划、国家产业政策、土地利用总体规划以及建设用地和土地利用的实际状况编制。

The annual plan for the land use shall be compiled in line with the national economic and social development program , the State industrial policies , general plans for land and the actual situation about the land for construction uses and the land utilization .

第二十五条省、自治区、直辖市人民政府应当将土地利用年度计划的执行情况列为国民经济和社会发展计划执行情况的内容，向同级人民代表大会报告。

Article 25 The people 's governments of provinces , autonomous regions and municipalities shall report the implementations of their annual plans for the use of land to the people 's congresses at the same level as part of the implementation of their economic and social development plans .

同时，通过土地利用年度计划和建设用地审核等手段，保障了规划的实施。

In the meantime , the implementation of the programme was ensured by formulating annual plan and conducting checking and reviewing of the construction land .

土地利用年度计划的编制审批程序与土地利用总体规划的编制审批程序相同，一经审批下达，必须严格执行。

The examination and approval procedures for the compilation of annual land use plans shall be the same as that for the general plans for land use . Once approved , they shall be implemented strictly .

建设用地，应当符合乡（镇）土地利用总体规划和土地利用年度计划，并依照本法第四十四条、第六十条、第六十一条、第六十二条的规定办理审批手续。

Land used for construction purposes shall conform to the general plans for the utilization of land of townships ( towns ) and their annual plan for the use of land and the examination and approval procedures should be completed according to the provisions of Article 44 , Article 60 , Article 61 and Article 62 of this law .

第五十二条建设项目可行性研究论证时，土地行政主管部门可以根据土地利用总体规划、土地利用年度计划和建设用地标准，对建设用地有关事项进行审查，并提出意见。

Article 52 In the process of the feasibility study for construction projects , land administrative departments may examine the related matters concerning the land for construction purposes and put forward their proposals according to the general plans for the utilization of land , the annual plan for the use of land and standards for land used for construction purposes .
