二次供水设施水质污染的问题普遍存在于我国城市供水系统中，其中细菌再生长带来的问题日益得到了人们的关注和重视。

有相当一部分供水设施长时间无资金维护、管理，使二次供水设施时常发生溢流和管网漏失；同时水质污染也十分严重。

由于二次供水设施管理不善，跑、冒、滴、漏现象十分严重，最后，水质污染现象也是一个突出的矛盾。
