Meanwhile , few institutions disseminate information on the cause of ANPS pollution and its prevention methods to farmers , or encourage and promote fanners to adopt effective technologies and management methods .

问题的关键在于缺少相关政策框架和配套制度，同时缺乏相应的机构向农民宣传非点源污染的原因和防治方法，以及鼓励和推动农民采用有效的控制技术和管理方法。
