森林权属问题一直是各国法制建设及研究中的一项重要课题，我国亦此。

Forest ownership is always a legal construction and an important subject research in both China and the world .

第三章主要从林业政策和法规、林业机构的沿革、森林权属的划分、森林管理与保护等方面进行考察，总结了民国时期西南地区林政管理上的成败得失和经验教训。

The third chapter investigates the forestry policy and regulation , the evolution of the forestry institutions , and the forest administration and protection , meanwhile , summarizes the experiences and lessons of the forest administration in Southwest China .

随后本文揭示风景名胜区管理机构与当地农村社区之间现实和潜在的矛盾与冲突，其中土地和森林权属以及受益分配问题，很可能成为今后社会矛盾新的焦点问题。

Then , some current and potential conflicts between management units of Scenic Sites and local rural community are discussed , in which land and forest properties within Scenic Sites as well as sharing benefits will likely become new social problems .
